Kelly Award for his exceptional contribution to fire service in the community. <P><SPAN>“The opportunity to give back to the community is why I chose a career in public safety,” said Chumbley. </SPAN></P>
<P><SPAN>Chumbley has served for six years with the City of Carlsbad and has an 18 year career in public safety.<SPAN>&nbsp; </SPAN>Chumbley has been a volunteer with the Burn Institute for 14 years and has served as the chair person for numerous events and committees. For the past three years he has served as the president of the Fire Fighters Advisory Council to the Burn Institute.</SPAN></P>
<P><SPAN>Each year, the Pamela R. Kelly Award honors a member of the fire service community for continued, dedicated support and service to the Burn Institute. The award is given in memory of San Diego Fire-Rescue Department’s Fire Prevention Officer Pamela R. Kelly, who was well-known for her volunteer efforts throughout the county.</SPAN></P>

<div><b>Body Content:</b> <P><SPAN>The City of Carlsbad is offering a $10,000 reward for information leading to the arrest and conviction of the person or persons responsible for vandalism of a city sewer pipe that has led to $200,000 in damage.<SPAN>&nbsp; </SPAN>The vandalism occurred in a canyon just north of Tamarack Avenue between El Camino Real and Carlsbad Village Drive in the Calavera Hills neighborhood.<SPAN>&nbsp; </SPAN></SPAN></P>
<P><SPAN>The public is encouraged to report any tips to City of Carlsbad Police Department Detective Steve Seapker at 760-931-2173.<SPAN>&nbsp; </SPAN>Information leading to the arrest and conviction of those responsible may be eligible for up to a $10,000 reward.</SPAN></P>
<P><SPAN>Based on the city’s initial investigation, it appears vandals threw foreign objects and debris down a nearby manhole.<SPAN>&nbsp; </SPAN>The manhole is on city-owned property that is fenced for security.<SPAN>&nbsp; </SPAN>Trespassing and vandalism at the site have increased in the past six months in spite of continued efforts by the city to secure the area.</SPAN></P>
<P><SPAN>City crews were in the area at the time of the spill, saw the spill begin and responded immediately to prevent sewage from getting into the storm drain system, Agua Hedionda Lagoon and the ocean.<SPAN>&nbsp; </SPAN>The spill occurred in an uninhabited canyon area.</SPAN></P>
<P><SPAN>The city already had plans to reroute this section of pipe out of the canyon into the street right of way for environmental reasons.<SPAN>&nbsp; </SPAN>Due to the blockage, the city has obtained an emergency order to expedite this project.<SPAN>&nbsp; </SPAN>The rerouting is expected to take approximately four months.<SPAN>&nbsp; </SPAN>The city has placed a security guard at the site to protect a temporary sewer line.</SPAN></P>
<P><SPAN>Sewer service in the surrounding neighborhoods is not expected to be affected by the repair and rerouting work.<SPAN>&nbsp; </SPAN>Traffic on Tamarack Avenue east of El Camino Real and the surrounding areas will be affected as construction crews do their work.<SPAN>&nbsp; </SPAN>Signs will be posted to alert drivers to lane closures and temporary parking restrictions.<SPAN>&nbsp; </SPAN></SPAN></P>

<div><b>Body Content:</b> <H2>Don’t let up on conservation efforts, warns water district official</SPAN></H2></SPAN>
<P><SPAN>The <A title="Carlsbad Municipal Water District" href="http://www.carlsbadca.gov/services/departments/water/Pages/default.aspx?Redirect=1" target="">Carlsbad Municipal Water District</A> is amending its <A title="water conservation ordinance" href="http://www.carlsbadca.gov/services/departments/water/water-conservation/Pages/drought-conditions.aspx">Water Conservation Ordinance</A> to allow the district to set outdoor watering schedules according to water conservation needs rather than prescribed days and times.<SPAN>&nbsp; </SPAN>This move will provide greater flexibility in how to meet water conservation goals.</SPAN></P>
<P><SPAN>The existing ordinance, passed in December 2008, was based on the <A title="San Diego County Water Authority" href="http://www.sdcwa.org/" target=_blank>San Diego County Water Authority’s</A> model ordinance and established what days outdoor watering could take place and how long each sprinkler station could run.<SPAN>&nbsp; </SPAN>When a level two drought alert went into effect for the Carlsbad Municipal Water District July 1, new mandatory restrictions included limiting outdoor watering to no more than three days a week through October and one day a week starting Nov. 1.<SPAN>&nbsp; </SPAN>In addition, the ordinance states that sprinklers may only run up to 10 minutes per station.</SPAN></P>
<P><SPAN>California has faced severe water shortages due to a prolonged drought and legal restrictions on water pumped from Northern California.<SPAN>&nbsp; </SPAN>In April, the San Diego County Water Authority called for a mandatory 8 percent reduction in water use from its member agencies, including the Carlsbad Municipal Water District.<SPAN>&nbsp; </SPAN>To date, the region has cut back by 14 percent, and Carlsbad Municipal Water District customers have cut back by 16 percent.<SPAN>&nbsp; </SPAN>As a result many water agencies in the region are updating their drought ordinances to allow more flexibility in determining water use restrictions.</SPAN></P>
<P><SPAN>“People are doing the right thing when it comes to saving water, and we want to recognize that,” said Mark Stone, Carlsbad Municipal Water District general manager.<SPAN>&nbsp; </SPAN>“We don’t want to ask people to reduce outdoor watering even more if we are already meeting our targets for conservation.”</SPAN></P>
<P><SPAN>The changes to the ordinance allow the water district general manager to determine, under a level two and level three drought condition, how many days a week customers may water and for how long per sprinkler station.<SPAN>&nbsp; </SPAN>These rules will be published through newspaper advertisements and on the city Web site.<SPAN>&nbsp; </SPAN>The original ordinance called for a three-day-a-week watering schedule during warmer months, a one-day-a-week schedule during cooler months and a 10-minute per sprinkler station maximum.<SPAN>&nbsp; </SPAN>Once the proposed ordinance changes take effect, water district officials will likely call for a three-day-a-week watering schedule instead of the current one-day-a-week rule.</SPAN></P>
<P><SPAN>The ordinance changes were introduced at the Nov. 10 meeting of the Carlsbad Municipal Water District board of directors.<SPAN>&nbsp; </SPAN>The ordinance will be considered for adoption at its next board of directors meeting, currently scheduled for Dec. 1.<SPAN>&nbsp; </SPAN>The changes would take effect 30 days later.</SPAN></P>
<P><SPAN>About 85 percent of the City of Carlsbad gets water service from the Carlsbad Municipal Water District, a subsidiary district of the City of Carlsbad.<SPAN>&nbsp; </SPAN>The southeastern part of the city is served by the Olivenhain Municipal Water District and the Vallecitos Water District.<SPAN>&nbsp; </SPAN>For information about their water use rules, please visit their Web sites.</SPAN></P>
<P><SPAN>In addition to limiting outdoor watering, the Carlsbad Municipal Water District ordinance includes the following rules under the level two drought alert condition:</SPAN></P>
<P><B><SPAN>Irrigation</SPAN></B></P>

<LI><SPAN>Stop water waste from inefficient landscape irrigation, such as runoff, overspray and misdirected sprinklers.</SPAN></LI>
<LI><SPAN>Use a bucket or a hose with a shutoff nozzle when watering landscaped areas with no irrigation system.</SPAN></LI></UL>
<P><B><SPAN>Washing</SPAN></B></P>
<UL>
<LI><SPAN>No washing down of hard surfaces, such as driveways, patios, sidewalks and parking lots with a hose, unless necessary to remove safety or sanitation hazards.</SPAN></LI>
<LI><SPAN>Wash</SPAN><SPAN> vehicles with a bucket and hose equipped with a shutoff nozzle.</SPAN></LI></UL>
<P><B><SPAN>Fountains</SPAN></B></P>
<UL>
<LI><SPAN>Stop operating decorative fountains unless they use reclaimed water.</SPAN><B><SPAN></SPAN></B></LI></UL>
<P><B><SPAN>Leaks</SPAN></B><B><SPAN></SPAN></B></P>

<LI><SPAN>Repair all water leaks within 72 hours of notification by the water district.</SPAN></LI></UL>

<LI><SPAN>Offer hotel guests the option of not laundering towels and linens daily.</SPAN></LI></UL>
<P><SPAN>Along with putting mandatory conservation measures into effect, the Carlsbad Municipal Water District enacted a tiered rate structure, which went into effect August 1, to encourage greater water savings.<SPAN>&nbsp; </SPAN>Under the tiered rate system, customers pay one rate for up to 12 units, or 748 gallons, of water.<SPAN>&nbsp; </SPAN>Water used above that amount is billed at a higher rate, similar to how electricity rates are structured.<SPAN>&nbsp; </SPAN></SPAN></P>
<P><SPAN>“The changes to our watering rules don’t mean the public can let up on water conservation efforts,” said Stone.<SPAN>&nbsp; </SPAN>“We still need everyone’s cooperation to manage through this water crisis.<SPAN>&nbsp; </SPAN>The good news is, the community is responding, and we want to say, ‘great job, Carlsbad’.”</SPAN></P>

<P><SPAN>Recognizing the importance of securing a sustainable future water supply that is locally controlled, more than 10 years ago Carlsbad officials took a leadership position in working with Poseidon Resources to develop a desalination project in Carlsbad.</SPAN></P>
<P><SPAN>Through the end of the year, construction crews will remove an old fuel storage tank and prepare the site for building the 50-million-gallon-a-day desalination plant.<SPAN>&nbsp; </SPAN>Full scale vertical construction of the plant is expected to begin in early 2010, and the large pipeline from the plant to the Carlsbad Municipal Water District storage reservoir and San Diego County Water Authority Aqueduct will begin construction in mid 2010.</SPAN></P>
<P><SPAN>The desalination project is located on the site of the Encina Power Station, a 55-year-old power plant on Carlsbad Boulevard between the Agua Hediona Lagoon and Cannon Road.<SPAN>&nbsp; </SPAN>Although the desalination plant is located next to the old power plant, it does not depend on the plant to operate. </SPAN></P>
<P><SPAN>The project will be the first large-scale desalination plant on the West Coast and the largest of its kind in the Western Hemisphere. The three water agencies serving Carlsbad (Carlsbad Municipal Water District, Vallecitos Water District and Olivenhain Municipal Water District) have committed to purchase water from the project. Water agencies in Oceanside, San Marcos, San Diego, Encinitas, Solana Beach, Rancho Santa Fe, Escondido, Chula Vista, National City, Rainbow, Bonsall and Fallbrook also plan to use the plant's water.</SPAN></P>
<P><SPAN>The <A title="Carlsbad Municipal Water District" href="http://www.carlsbadca.gov/services/departments/water/Pages/default.aspx" target="">Carlsbad Municipal Water District</A>, a subsidiary district of the City of Carlsbad, was the first water agency in San Diego County to negotiate a contract with Poseidon Resources to purchase water from the project. The landmark deal, called a water purchase agreement, cleared the way for the public-private partnership between the city and Poseidon Resources that enabled the project to become a reality. The terms of the agreement ensure the Carlsbad community will have a reliable, drought-proof water supply developed at no expense to the region's taxpayers.</SPAN></P>
<P><SPAN>The construction costs for the Carlsbad Desalination Project and its distribution facilities are estimated at $360 million. This cost will be borne totally by Poseidon Resources. Under the water purchase agreement, the Carlsbad Municipal Water District will never pay more for the desalinated water than the current price of imported water from the San Diego County Water Authority, Carlsbad's current water supplier.</SPAN></P>
<P><SPAN>Although water from the desalination plant will make up the majority of the Carlsbad Municipal Water District's supply, the water district will continue to purchase some water from the San Diego County Water Authority, the region's water wholesaler. This arrangement allows the water district to remain a member of the water authority and have another supply of water available in case of an emergency.</SPAN></P>
<P><SPAN>The Carlsbad Municipal Water District, which serves about 85 percent of the City of Carlsbad, declared a Level 2 Drought Alert condition May 12, triggering <A title="Water rules" href="http://www.carlsbadca.gov/services/departments/water/water-conservation/Pages/drought-conditions.aspx" target="">mandatory water conservation measures</A> for homes and businesses. The move was in response to severe water shortages affecting the entire state. After the desalination project is complete, when water restrictions are imposed on the region, the effect on Carlsbad will not be as drastic as on other water agencies that rely more heavily on imported water sources.</SPAN><SPAN></SPAN></P></div>

<div><b>Body Content:</b> <P>The City of Carlsbad approved minor changes to the Carlsbad Desalination Project, enabling the project’s developer, Poseidon Resources Corp., to proceed with obtaining construction permits from the California Coastal Commission. This approval allows the project to begin construction before the Coastal Commission approval expires Nov. 15.</P>
<P>The addendum to the certified Environmental Impact Report and minor site plan changes to the desalination plant and pipeline network were proposed by Poseidon Resources.</P>
<P>In August, the Carlsbad Municipal Water District, a subsidiary district of the City of Carlsbad, approved a plan that establishes how purified ocean water from the project will be delivered to the city and the region as soon as 2012. The desalinated water will be delivered via a proposed pipeline network in Carlsbad and nearby cities. </P>
<P>When complete in 2012, the plant will supply the Carlsbad Municipal Water District with the majority of its drinking water. The project will be the first large-scale desalination plant on the West Coast and the largest of its kind in the Western Hemisphere. In May, the San Diego Regional Water Quality Control Board unanimously approved the project, which means the project has cleared the major regulatory hurdles needed to start construction. </P>
<P>The 50-million gallon a day seawater desalination plant will supply the San Diego region with approximately 10 percent of its drinking water needs. The three water agencies serving Carlsbad (Carlsbad Municipal Water District, Vallecitos Water District and Olivenhain Municipal Water District) have committed to purchase water from the project to supplement existing water supplies. Water agencies in Oceanside, San Marcos, San Diego, Encinitas, Solana Beach, Rancho Santa Fe, Escondido, Chula Vista, National City, Rainbow, Bonsall and Fallbrook also plan to use the plant's water. </P>
<P>Recognizing the importance of securing a sustainable future water supply that is locally controlled, more than 10 years ago Carlsbad officials took a leadership position in working with Poseidon Resources to develop a desalination project in Carlsbad. </P>
<P>The Carlsbad Municipal Water District, a subsidiary district of the City of Carlsbad, was the first water agency in San Diego County to negotiate a contract with Poseidon Resources to purchase water from the project. The landmark deal, called a water purchase agreement, cleared the way for the public-private partnership between the city and Poseidon Resources that enabled the project to become a reality. The terms of the agreement ensure the Carlsbad community will have a reliable, drought-proof water supply developed at no expense to the region's taxpayers. </P>
<P>The Carlsbad Desalination Project is estimated to cost about $320 million. This cost will be borne totally by Poseidon Resources. Under the water purchase agreement, the Carlsbad Municipal Water District will never pay more for the desalinated water than the current price of imported water from the San Diego County Water Authority, Carlsbad's current water supplier. </P>
<P>Although water from the desalination plant will make up the majority of the Carlsbad Municipal Water District's supply, the water district will continue to purchase some water from the San Diego County Water Authority, the region's water wholesaler. This arrangement allows the water district to remain a member of the water authority and have another supply of water available in case of an emergency with the desalination plant. </P>
<P>The Carlsbad Municipal Water District, which serves about 85 percent of the City of Carlsbad, declared a Level 2 Drought Alert condition May 12, triggering mandatory water conservation measures for homes and businesses. The move was in response to severe water shortages affecting the entire state. After the desalination project is complete, when water restrictions are imposed on the region, the effect on Carlsbad will not be as drastic as on other water agencies that rely more heavily on imported water sources.</P></div>

<P><SPAN>“This is a great validation of the hard work and professionalism of our staff,” said Carlsbad Fire Chief Kevin Crawford.<SPAN>&nbsp; </SPAN>“The Carlsbad community is well protected, and that is our number one goal.”</SPAN></P>
<P><SPAN>The city hired Citygate Associates, in May 2008, to conduct the study, which included looking at fire station coverage and staffing levels, fire department management, fire prevention efforts and the cost of potential changes to the department.<SPAN>&nbsp; </SPAN>Over the years, the city has brought in outside experts to look at other core services, most recently police, development processing, and parks and recreation, to identify opportunities to improve effectiveness and efficiency.</SPAN></P>
<P><SPAN>The Fire Department study found:</SPAN></P>

<LI><SPAN>The city has a well-run and smoothly functioning fire department.</SPAN></LI>
<LI><SPAN>Fires are being suppressed and medical calls are being answered with excellent patient care.</SPAN></LI>
<LI><SPAN>The community can take pride in and feel confident about its fire department.</SPAN></LI>
<LI><SPAN>By delivering paramedics via fire engines and ambulances, the city has committed to a higher level of emergency medical care than is typical in urban areas of California.</SPAN></LI>
<LI><SPAN>The department’s internal culture is described as motivated and forward-looking.</SPAN></LI>
<LI><SPAN>The city has made a serious commitment to disaster preparedness planning, training and logistical support.</SPAN></LI>
<LI><SPAN>The city has adequate fire station coverage, partially because of its automatic aid relationship with neighboring fire departments.</SPAN></LI></UL>
<P><SPAN>Some of the study’s recommendations for future enhancements to fire service include: </SPAN></P>

<LI><SPAN>Increase staffing levels for fire prevention inspections and public education by one “full time equivalent” position.</SPAN></LI>
<LI><SPAN>Increase office support positions by 1.75 full time equivalent positions to support fire headquarters and fire prevention.</SPAN></LI>
<LI><SPAN>Hire a three person crew at fire station five to support a sixth fire engine.</SPAN></LI>
<LI><SPAN>Add a fourth firefighter per day to staff the ladder truck to build a more effective team.</SPAN></LI>

<LI><SPAN>Design and replace fire stations 1 and 2 (listed as a long term goal).</SPAN></LI></UL>

<div><b>Body Content:</b> <P>The City of Carlsbad is wrapping up its&nbsp;annual street maintenance program.&nbsp; This year the work focused on the area north of Tamarack Avenue, east of El Camino Real, west of College Boulevard and south of Haymar Drive. During construction from early October to mid-November, parking will be temporarily prohibited in some areas, and some streets could be reduced to just one lane.&nbsp; Temporary road closures are anticipated on select streets as part of this project.</P>
<P>The work hours for this project are 7 a.m.&nbsp;to 4 p.m., Monday through Friday.</P>
<P>The project will fix potholes and prevent future potholes by applying a cold asphalt mixture called slurry seal to the streets.&nbsp; Applying slurry seal significantly extends the life of existing pavements by protecting the undersurface from the effects of aging and the environment.&nbsp; </P>
<P>As part of its commitment to invest in infrastructure, the City of Carlsbad applies slurry seal to all city streets. Streets are evaluated every seven years and slurry seal is applied to streets determined to be the most in need of maintenance.</P>
<P>Residents directly affected by work taking place on their streets will receive notification letters 10 days prior to construction. In addition, the residents will receive a door hanger notification three days prior to construction, advising them of the day and times of construction on a particular street. Specific information regarding construction impacts, including contact phone numbers for resident inquires, will be provided in the notification letter. </P>
<P>City staff reminds the public to drive carefully in the construction zone and take alternate routes when possible. Temporary no parking signs will be posted daily in the construction areas.&nbsp; </P>
<P>The construction cost is $406,158. The project is included in the city’s Capital Improvement Program budget and is part of the city’s commitment to investing in infrastructure. All American Asphalt Contracting is the project contractor and will work on the project under the direction of the city’s Construction Management and Inspection Division staff. </P>

Sewer service in the surrounding neighborhoods is not expected to be affected by the construction work.<SPAN>&nbsp; </SPAN></SPAN>
<P><SPAN>Construction is expected to last approximately 12 weeks, from mid-October to mid-January. </SPAN></P>
<P><SPAN>During this time, the left turn lane at the intersection of Tamarack Avenue and Pontiac Drive and the intersection of Tamarack Avenue and La Portolada Drive will be eliminated intermittently. Drivers in the affected neighborhoods should find alternate routes during construction.</SPAN></P>
<P><SPAN>Additionally, access to and from the RV storage area, located on the north side of Tamarack Avenue, across the street from Kirwall Avenue, will be prohibited between the hours of 7 a.m.&nbsp;and 7 p.m., seven days a week, beginning Dec. 14 until mid-January. </SPAN></P>
<P><SPAN>RV access is prohibited during these hours in order for the city’s contractor, Orion Construction, to complete necessary repairs in an efficient and timely matter with as minimal disruption to the public as possible. </SPAN></P>
<P><SPAN>City staff reminds the public to drive carefully in the construction zone and take alternate routes when possible.<SPAN>&nbsp; </SPAN>Signs will be posted around the construction site to inform the public of lane closures and/or temporary parking restrictions.</SPAN></P>
<P><SPAN>The city already had plans to reroute this section of pipe out of the canyon into the street right of way for environmental reasons.<SPAN>&nbsp; </SPAN>Due to the blockage caused by the suspected vandalism, the city received an emergency order to expedite this project in order to complete this rerouting in approximately four months.</SPAN></P>
<P><A name=OLE_LINK1><SPAN><SPAN>The cost of the originally planned rerouting project is estimated to be about $1.2 million and is included in the city’s Capital Improvement Program budget. </SPAN></SPAN></A><SPAN><SPAN>&nbsp;</SPAN>The city dedicates money each year in its Capital Improvement Program to maintain infrastructure such as sewer pipelines.<SPAN>&nbsp; </SPAN></SPAN></P>
