The Carlsbad Sewer Master Plan addresses the sewer facility needs of the City of Carlsbad wastewater service area which serves approximately 70 percent of the city. Sewer service to the southeast corner of the city is provided by the Leucadia County Water District or Vallecitos Water District. The Carlsbad Sewer Master Plan document was last updated in 2003. The 2003 Sewer Master Plan analyzed the existing sewer facility capacity and projected future facility needs based upon the city build-out growth projections. The 2003 Master Plan recommended a list of Capital Improvement Program sewer improvements and updates to the sewer connection fee program which were subsequently adopted by City Council.
