Once any required land use permits have been obtained, projects proceed to the design plan review phase. Carlsbad has separate Design Plan Review processes for building, grading, street, sewer and water improvement, landscape, maps, plats and easements, storm water protection and other miscellaneous plan types.
By law, most design plans must be prepared by design professionals meeting specialized state licensing requirements. The plans must include detailed diagrams, drawings and written specifications prepared to exacting federal, state and local regulations and standards.
Plans may be processed individually, as with a building plan for a single family home, or concurrently with one application package, as with a final map, grading plan, improvement plan and easement document for a major subdivision project.
