CCPS FOCUS GROUP SUMMARY
Carlsbad Chamber of Commerce
Wednesday, October 22, 2003

Twenty-seven Chamber of Commerce members joined Mayor Pro Tem Ramona Finnila and City staff on Wednesday morning, October 22nd to create a vision for Carlsbad's future.

Top Issues and Concerns:
City will continue to evolve after "build out"
A central location to bring all citizens together
Redevelopment and progressive zoning as tools for future change
Implementation of vision will be most important factor for the future
Density of accommodations (stores/activity)
Kids bring a sense of community - don't forget the "kid-less"
Public/Private Partnership
Pedestrian orientation
Human scale
Connected uses
Inclusion of families, business, events
Increased level of gathering for special events
Building association through relationships
Fulfilling other categories will result in deepening connections
How to retain the current values
Values - optimize existing talent - local pool
Connections
How can connections be made in the community?
Once-a-month community events
Create community for "kid-less"
Recapture 1950's feeling
Workplace/Residence/Business
North Carlsbad - intimate longer residents
South Carlsbad - transplants / new residents
Common Connection - all new
Water Park - fun for kids
Open green space - gathering place
Parallel universe - some people never connect
Most people from somewhere else
No time to connect, no place to connect
Community
What is community? How can we create a sense of community?
Relationships between people - connected
Accessibility to services
Walkability to services; connect people and relationships
Build loyalties
Gathering spaces; traditions
Associations - church and community groups
Community vision and dream
Bringing various neighborhoods together to share collectively as "City of Carlsbad"
Physical barriers have divided City. I-5/Palomar Airport Rd
Zoning has divided community - new runs to allow more mixed-use
Growth Management - budget Process has continued to operate on a quadrant basis, further dividing community.
Place
What can we do to make Carlsbad a special place?
Beautiful place to be - personality - character
Outdoor spaces - unified design, courtyards
Civic Center must include community spaces - including businesses
Pedestrian orientation - human scale & connection
Consider relocating PAR/Carlsbad Blvd to create land for community (Manzano Property) - a pier?
Need facility for future, arts, music, and community, central - in park.
A place to gather and interact.
A site - with multiple uses - put spice into our lives - recreation?
Need a place to go
Site worked into local environment - physical
Not small, individual sites - larger multi use. - but some like small, local parks
Small, local - safety
Should not need to leave Carlsbad; we have all that we need here
Community - collective decision-making process
City is constantly changing and will continue to do so.
Implementation of vision will be most important factor.
Commitment of individuals key element.
Carlsbad neighborhoods are becoming isolated - need for gathering places
What should a civic center look like?
Plaza - Bressi Ranch - Retail, Green.
Weekend events - Farmers Market, street faire.
Need customer base to support businesses
Diversity of businesses
Public Space and Private Enterprise - shops and soccer field
Create synergy
Need a more inspirational site (ocean?) not necessarily geo-centric, but spiritual
Centric location - not tourist oriented
Places for neighborhoods to gather, too, in smaller sites - not just one civic center
Do arts and culture at site - integrate into civic site
It's not necessarily in the industrial park area
Bay area - 1st floor shops, 2nd floor business, 3rd floor apartments
Need to accept density - in downtown
Spirit
How can we create spirit?
Families & family orientations - Sports events, Jazz in the Park, Special Events
Develop horse, bike trails
Get younger people involved
Inclusiveness
Meeting places should involve kids
Small town - parade - homecoming turn out
