DESIGN REVIEW BOARD

Membership

• Five members appointed by the Mayor and confirmed by the City Council. The composition shall be: Two Planning Commissioners; Two Representatives of the Village Redevelopment Area - one of which is a Village Property Owner and the other a Village Business Owner; and, One general member with experience in one or more of the following areas: development, construction, real estate, planning, or architecture. Members must be residents of Carlsbad and normally serve four-year terms. The Community Development Director, Planning Director, Housing and Redevelopment Director and the City Attorney are ex-officio members of the Board.

Duties

The Board serves as the Planning Commission for all projects within, and policies or regulations which impact, the Village Redevelopment Area. The Board holds public hearings on:

• Appeals of decisions made by the Housing and Redevelopment Director on administrative redevelopment permits or administrative variances;
• Minor or Major Redevelopment Permits; and
• Non-administrative variances for which the Board has final decision-making authority.

Decisions made by the Design Review Board on appeals of Housing and Redevelopment Director decisions on administrative redevelopment permits and administrative variances are final. Decisions on minor redevelopment permits and non-administrative variances are appealable to the Housing and Redevelopment Commission. The Design Review Board provides a recommendation to the Housing and Redevelopment Commission on all major redevelopment permits.
