City Hall

The City of Carlsbad is a municipal corporation following the council-manager form of government. The City Council, the city’s legislative body, enacts laws known as ordinances, sets policies known as resolutions and adopts an annual budget. The city manager serves as the city's chief administrative officer and sees to it the council's programs are implemented. In 2008, residents voted to become a charter city, providing greater local control over city affairs.

The community is encouraged to get involved in city government.

  • Attend City Council meetings in person or watch them on the city website and cable TV. The city's government channel is on Time Warner cable channel 24 (basic cable) and 126 (digital cable) and AT&T U-Verse channel 99.
  • Volunteer for city programs and events, and sign up for the popular Citizens Academy, a behind the scenes look at city government.
