Carlsbad voters approved Proposition D, the "Preserve the Flower and Strawberry Fields and Save the Carlsbad Taxpayers Money" measure on November 7, 2006. The Proposition placed a permanent open space designation on privately-owned lands along Cannon Road east of the I-5 freeway. This area includes the existing Strawberry and Flower Fields. The initiative called for the City to encourage agricultural uses in the area. However, when the property owners decide that farming and farming-related uses are no longer economically viable, the measure included a provision for the City to initiate "a comprehensive planning process with broad public participation" to learn what open space uses the community desires.
To help with designing a comprehensive community involvement process, the City hired Partners for Livable Communities (Partners), a non-profit with three decades of experience in assisting cities and other organizations in maximizing community input and participation. The City Council also appointed a Proposition D Citizens' Process Committee (Committee) to oversee the outreach effort. The Citizens Process Committee is comprised of seven members:
The Committee's mission is not to determine the best open space uses for the Proposition D area but to assist Partners in coordinating the process. The Committee has a vital role in helping the City ensure that as many people as possible are involved, so that the plan for this important area truly reflects the community's ideas.
