Their phone number is (800) 676-7516. CFDs - Mello Roos DistrictsThe City currently has two CFD or Mello Roos districts - the first is the City of Carlsbad Community Facilities District No. 1. The administrator for that district is Special District Financing and Administration located in Escondido. The contact person is Barbara Hale-Carter. Barbara can be reached at the following phone number: (760) 233-2633. The second is the City of Carlsbad Community Facilities District No. 3. The administrator for that district is the City of Carlsbad Finance Department. The contact person is NBS Government Finance Group located in Temecula. Their phone number is (800) 676-7516. There have been other Community Facilities Districts formed by other agencies outside the City, such as the Carlsbad Unified and other School Districts in the area. You will need to contact those agencies directly if your question relates to their CFD.
