ASSESSMENT DISTRICTS

The Finance department often gets calls from property owners and real estate or title companies relating to assessment or special tax liens placed on parcels within the City. Following is a list of those assessment or financing districts and the primary contact person:

1911 Act Assessment Districts

La Costa Downs Assessment District 92-1

Carlsbad's 1911 Act Assessment Districts are administered by the City's Finance Department. The contact person is Conrad Avila. Phone: (760) 602-2475.

1913/1915 Act Assessment Districts

Alga Road Assessment District 88-1(Refunded - now Reassessment District 97-1)
College Boulevard Assessment District 85-2 (Refunded - now Reassessment District 97-1)
Carlsbad Ranch Assessment District 95-1
Rancho Carrillo Assessment District 96-1
Reassessment District 97-1 (was College Boulevard and Alga Road)

CFDs - Mello Roos Districts

The City currently has two CFD or Mello Roos districts - the first is the City of Carlsbad Community Facilities District No. 1. The administrator for that district is Special District Financing and Administration located in Escondido. The contact person is Barbara Hale-Carter. Barbara can be reached at the following phone number: (760) 233-2633.

The second is the City of Carlsbad Community Facilities District No. 3. The administrator for that district is the City of Carlsbad Finance Department. The contact person is NBS Government Finance Group located in Temecula. Their phone number is (800) 676-7516.

There have been other Community Facilities Districts formed by other agencies outside the City, such as the Carlsbad Unified and other School Districts in the area. You will need to contact those agencies directly if your question relates to their CFD.
