AGUA HEDIONDA LAGOON
Fishing
Currently, fishing is allowed only in the designated "Passive Use" area in the lower east end of the lagoon due to an invasive algae. Anchoring is prohibited in the entire lagoon. Should this restriction be changed to allow fishing, the following will apply:

All California Fish and Game Laws must be observed and are enforced. An ocean (vs. freshwater) fishing license is required for anyone 16 years and older. |
| 2. |
Fishing from the shoreline or from a passive vessel is limited to the passive use area(s). |
| 3. |
It is unlawful to cast fishing lines into any vessel transit corridor or into the traffic pattern of boats and skiers. |
Public Access - Bayshore Drive
Public access to the passive use area is subject to the following regulations year round:

Open for walk-in traffic only, from sunrise to sunset. It is unlawful to drive a motorized vehicle on a public access when posted for walk-in traffic only. |
| 2. |
Only passive vessels with a valid lagoon use permit may be launched at the Bayshore Drive public access. |
Prohibited Uses
The City reserves the right to limit the type of vessel and aquatic uses of the lagoon. The following are not allowed on the lagoon:

Parasails. |
| 2. |
Hovercraft (except for official use). |
| 3. |
High profile cabin cruisers. |
| 4. |
Motorized surfboard-like vessels. |
| 5. |
No aircraft shall land or takeoff from the water or public shoreline and public accesses. |
| 6. |
No aquatic vessel races, ski meets, vessel parades or other aquatic special events are allowed except as authorized by a special events permit obtained pursuant to Chapter 8.17. |
| 7. |
No permanent mooring of a vessel. |
| 8. |
No swimming or wading except in conjunction with other permitted activities. |
| 9. |
This section does not apply to the lagoon owner and/or its representative, the state, county, city, or other political subdivision of the state |
Alcohol
Any person under the influence of alcohol or drugs or otherwise disturbing the peace shall be prohibited from engaging in recreational activities on the lagoon and could be subject to arrest.
Lagoon Patrol
The safety of people using the Agua Hedionda Lagoon is the main responsibility of the Police Department Community Services Officer. In addition to educating boaters on the rules and requirements for lagoon us, the Community Services Officer is also empowered to enforce Harbors and Navigation, Fish and Game, Penal, and State and City Codes.
The City is also responsible for all buoys and their placement. Education, maintenance and enforcement are accomplished from a top of the line 19' Hydro Sport police boat. This fast, maneuverable boat is equipped with life saving and sonar devices, which helps make Aqua Hedionda one of the safest recreational lagoons in the state.
Compliance with Orders
It is an infraction for any person to refuse to follow or comply with the stated rules of the road or with any lawful sign, order, warning signal or other lawful direction of a police officer, a community services officer or a lifeguard, or for any person to deface, injure, knock down or remove any sign or warning placed for the purpose of enforcing the law.
