Drainage Master Plan Final Environmental Impact Report

	Why is an Environmental Impact Report required?
	The California Environmental Quality Act (CEQA) requires state and local agencies to disclose and consider the environmental implications of their actions. It further requires agencies to avoid or reduce the significant environmental impacts of their decisions or adopt special findings if impacts cannot be avoided or reduced. An Environmental Impact Report (EIR) is an informational document designed to inform decisions makers, other responsible or interested agencies, and the general public of the potential environmental effects of a proposed project. The EIR addresses potential environmental effects of the implementation of each of the components of the Drainage Master Plan as well as additional types of activities and projects anticipated to be required to maintain the drainage system in the future.
	What is the purpose of the Drainage Master Plan Update?
	The existing Master Drainage and Storm Water Quality Management Plan was prepared and adopted by the Carlsbad City Council in March of 1994 and amended in 1996. Rapid growth and subsequent development of the City has resulted in the need to reassess existing storm water infrastructure requirements and pipeline capacities to accommodate projected drainage flows. The Drainage Master Plan Update is a guidance document and contains the results of the assessment of existing storm drain infrastructure, the identification of needed improvements required to accommodate storm water flows resulting from new developments within the city limits, and a recalculation of the Planned Local Drainage Area Fee Program.
	How are future storm drain lines funded?
	Development fees have been collected to fund construction of needed storm drain infrastructure since the fee structure was developed in 1994. Because of changes in the economy, increases in material and construction costs, and potential environmental mitigation costs, the collected fees are inadequate to fund the needed infrastructure for Master Planned Facilities. Cost estimates for future storm drain facilities were developed based on the storm drain infrastructure needs to transport storm flows through a comprehensive piping system. The costs of these facilities form the basis for the development of the Planned Local Development Area (PLDA) Fee Program. Under the PLDA Program, fees paid by developers are used by the City to construct storm drain infrastructure required for handling the increased storm water runoff flows resulting from impervious areas created by new developments.
