What is the Ponto Beachfront Village Vision Plan? |

It is a plan developed with input from property owners, Carlsbad residents and other interested parties over an approximately two year period. It provides a vision for guiding development and project design within the area known as Ponto. Developing a vision for the area helps avoid a piecemeal approach to development, and provides a balanced and cohesive land use strategy that could be implemented. The Plan also is intended to assist the City in being more proactive in the provision of public or community amenities, such as biking, hiking and walking trails, parking and beach access, within this treasured area. |

What is the vision for the Ponto Area? |

The Ponto Beachfront Village Vision Plan envisions a variety of land uses on the 50-acre Ponto Area, which include a mixture of travel, recreation, commercial, and residential uses. The properties that comprise the Ponto Area are under individual ownership and would be developed over future years, consistent with the guidelines set forth in the Vision Plan. What is a Ponto Area Program Environmental Impact Report or Program EIR? |

The Program EIR is intended to evaluate potential impacts that may result from future development of the Ponto Area. As the Vision Plan provides a general guide for development of the Ponto Area, the EIR has been prepared to assess potential impacts to environmental resources within the development area boundaries, with consideration for all active development applications within the area that were being processed at the time preparation of the EIR was requested. Therefore, the EIR provides an analysis of uses envisioned for the Ponto Area, as well as a general consideration for four individual development projects proposed within the Area to which the Vision Plan would be applicable. The Program EIR is an informational document that will inform public agency decision-makers and the public of significant environmental effects of a project, identify possible ways to minimize the significant effects, and describe reasonable alternatives to the project. How has and/or will the public be involved in the EIR process? |

A public scoping meeting was held on June 22, 2006 to allow for public comment on the preparation of the Ponto Beachfront Village Vision Plan EIR. During this meeting, the background and scope of the Vision Plan were presented to the public by the City, and the public was invited to comment and ask questions regarding the proposed Vision Plan and environmental impacts that may potentially result. Comments during the public scoping process were incorporated into the EIR technical studies and preparation process. For example, initially the intent was to complete traffic counts during the week days only for the traffic technical study. Based on public comments received during the scoping process, the traffic study was expanded to include traffic counts on weekend days as well.
The public can continue to be involved in the EIR process by reviewing the draft document and providing any comments and/or questions to the City for either further study or for additional information. Comments on the draft EIR are due to the City by close of business on May 29, 2007.
