Beginning January 1, 2007, state law AB 2987 became effective, which transfers the responsibility for issuance of cable franchises from the City to the California Public Utilities Commission. This law, known as the Digital Infrastructure Video Competition Act of 2006, provides for competition by allowing multiple carriers to operate in a jurisdiction, and imposes statewide customer service standards that are monitored by the local jurisdictions.
