Continuing The Story: Building An Urban Village

The Carlsbad Redevelopment Agency is currently considering revisions to its development standards in order to continue the effort that was initiated in 1981 to redevelop and revitalize the Village Redevelopment Area and to build an Urban Village. The discussion centers around a goal to create a vibrant Village Area that serves as a high quality shopping, working and living environment for the City of Carlsbad while also maintaining and reinforcing a Village character with human-scaled development, people gathering places and interesting buildings.

The Agency is considering changes to development standards for the Village area that would allow buildings to be constructed closer to public sidewalks, with higher densities, some reduced parking and an attempt at more flexibility and creativity in terms of design.

The Village Master Plan was adopted in 1995. The document set forth a vision for the Village and identified specific development standards and design guidelines for the Village to maintain its uniqueness and to identify it as a special area for development purposes. Based on escalating land costs and increasing construction costs in the past few years, the business community and various village property owners have asked that the Agency review its development standards and update them as appropriate in order to eliminate possible constraints to future development. The Agency has completed a financial review of the standards, discussed the standards with developers, property owners, consultants and other interested parties, reviewed the standards in other coastal cities and toured various other Village and downtown areas to compare visions. Based on the review to date, some proposed revisions to the Village development standards are being recommended for consideration.

A workshop was held on January 25, 2007 to obtain public input on the proposed revisions to the Village Development Standards. Copies of the power point presentation and various other exhibits from the workshop are available for continued public review and comment.
