At the end of 2009, the community input received during the Envision Carlsbad process will be used to create a document that details the community’s vision for Carlsbad’s future.  The community vision will be presented to the City Council and will:

• Identify the most important quality-of-life factors that can be used to guide city operations and budgetary decisions. 
• Provide guiding principles for updating the Community (General) Plan.

Some parts of the community vision may be outside the city’s jurisdiction, such as schools or health care.  In those cases, the city will partner with other entities to share the community vision and identify ways to work together to achieve it.

The second phase of Envision Carlsbad will focus primarily on updating the General Plan, Local Coastal Program, and Zoning Ordinance, in order to achieve the community’s vision of the future.

The city will also rely on the community’s “vision” when making decisions related to the city’s budget, Capital Improvement Program, and other decisions that affect the future of Carlsbad.
