Description
Envision Carlsbad Phase 1 is a comprehensive community visioning program to identify the community’s vision of Carlsbad’s future.
The Carlsbad Community Vision was accepted by the City Council in January 2010. The community’s vision identifies the community’s most important core values for the future, and will be used to guide city operations and decisions.
The community’s vision provides the guiding principles for Envision Carlsbad Phase 2, which includes aligning the policies and regulations of the General Plan, Local Coastal Program, and Zoning Ordinance with the community’s vision.
The city will also rely on the community’s vision when making decisions related to the city’s budget, Capital Improvement Program, and other decisions that affect the future of Carlsbad.
Some parts of the community’s vision may be outside the city’s jurisdiction, such as schools or health care. In those cases, the city will partner with other entities to share the community’s vision and identify ways to work together to achieve it.

Result
The Carlsbad Community Vision, which identifies the most important core values for the future, and provides the guiding principles for Envision Carlsbad Phase 2 (comprehensive update to the General Plan, Local Coastal Program, and Zoning Ordinance).The Carlsbad Community Vision represents the input received through the Envision Carlsbad citywide survey, community workshops, and stakeholder interviews.

Timing
The Carlsbad City Council approved the Envision Carlsbad Phase 2 Work Program on July 27, 2010. Work on Task 1 of Envision Carlsbad Phase 2 began immediately following the City Council’s approval of the work program. Phase 2 is anticipated to be a 2 ½ to 3 year process, and is scheduled to be completed in mid-2013.
Result
Phase 2 will result in:
- An updated General Plan with goals, objectives, and policies that reflect the community’s vision for Carlsbad’s future (next 20 to 30 years)
- An updated Local Coastal Program that is consistent with the General Plan and California Coastal Act
- An updated Zoning Ordinance that implements the updated policies of the General Plan and Local Coastal Program.
City staff is responsible for managing the Envision Carlsbad project. During Envision Carlsbad Phase 2, a team of consultants will assist city staff by conducting technical studies and preparing project documents.
