Project Phases
Envision Carlsbad is a two phase process, described below:
Description
A comprehensive community visioning program – to identify the community’s vision of Carlsbad’s future.
Timing
Initiated in 2008; anticipated to be completed in Dec 2009/Jan 2010
Result
Phase One will result in:
A document that details the community’s vision for Carlsbad's future. The community vision will be presented to the City Council and will:
- Identify the most important quality-of-life factors that can be used to guide city operations and budgetary decisions.
- Provide guiding principles for updating the Community (General) Plan.
Some parts of the community vision may be outside the city’s jurisdiction, such as schools or health care. In those cases, the city will partner with other entities to share the community vision and identify ways to work together to achieve it.
- A work program for Phase 2
Description
Additional community outreach and technical work focused on updating city policies and regulations (i.e., General Plan, Local Coastal Program, and Zoning Ordinance) to implement the community’s vision
Timing
To be initiated in early 2010 (a more specific schedule and timing will be determined for Phase 2 after the completion of Phase 1)
Result
Phase Two will result in:
- An updated General Plan with goals, objectives, and policies that reflect the community’s vision for Carlsbad’s future (next 20 to 30 years)
- An updated Local Coastal Program (LCP) that is consistent with the General Plan and Coastal Act
- An updated Zoning Ordinance that implements the updated policies of the General Plan and LCP.
