The Envision Carlsbad Citizens' Committee (EC3) was comprised of 19 Carlsbad residents appointed by the City Council in October 2008 to assist with the Envision Carlsbad process; the EC3 completed its work in April 2012. 

EC3 members were relied upon to promote a balanced consideration of the broad range of perspectives on issues affecting Carlsbad’s future. Those perspectives included environmental, social, economic, general citizen and youth. The work of the EC3 resulted in:

• The development of the Carlsbad Community Vision, which now serves to guide Carlsbad in a direction that aligns with the community's aspirations for the future; and
• The development of a Preferred Plan, which will help guide the update of the Carlsbad General Plan and assist in implementing the Carlsbad Community Vision.

The significant contributions and accomplishments of the EC3 will help ensure that Carlsbad remains a healthy and vibrant city in the years to come.
