Carlsbad's Emergency Plans
Emergency plans provide the policies and procedures upon which emergency response and recovery operations are conducted. The San Diego County Office of Emergency Services is responsible for maintaining the county emergency plan, which facilitates regional mutual aid. The City of Carlsbad’s Emergency Management Administrative Team (CEMAT) maintains the Carlsbad Emergency Operations Plan. These plans are consistent and interoperable to maximize regional mutual aid support.

Conform to the National Incident Management System and California’s Standardized Emergency Management System.

Contains functional annexes (Fire Department, Law Enforcement, Shelter, Local Assistance Center operations, etc.) and hazard specific appendixes (Earthquake, Fire, Severe weather, etc.).

Are “all-hazard plan” and address continuity of operations, continuity of government.
