Planning for emergencies is an important element of preparedness.  Emergency planning is appropriate for government, individuals, families, community groups, such as homeowner associations, businesses, schools, health care facilities and other social and faith-based organizations.  Disaster and mass casualty plans are required for community care facilities by the California Code of Regulations. Effective planning can reduce the disruption, trauma and costs of disasters; it can save lives, property and the environment.

The basic elements of emergency planning include:

• Conducting a hazard vulnerability analysis to identify potential hazards to life and property
• Identifying resources and strategies to minimize or eliminate hazards
• Developing a plan to obtain resources and enact strategies
• Clearly identifying immediate response actions when disaster threatens or strikes
• Updating the plan as necessary to accommodate changing conditions

Emergency planning by all residents and organizations will promote a safer, more resilient and sustainable Carlsbad community.
