The following natural and human-caused hazards potentially threaten Carlsbad:

• Wildland fire
• Urban structure fire
• Earthquake
• Severe weather, such as heavy rain, severe heat and tornadoes
• Energy shortage or power outage
• Pandemic flu   
• Violence in schools or the workplace and other human-caused violence, such as civil unrest, terrorism and technological hazards

Method of identifying potential hazards

These potential hazards were identified through a hazard vulnerability analysis conducted by Carlsbad's Emergency Management and Administrative Team, which includes managers and leaders from city departments. 

The analysis considered the following factors:

• What can occur (both natural and human-caused threats)
• How often that hazard is likely to occur
• How severe it might be
• How vulnerable Carlsbad is to the hazard

This analysis forms the basis for the city's emergency operations plan.
