Significant hazards potentially impacting Carlsbad are identified through a hazard vulnerability analysis conducted by Carlsbad's Emergency Management and Administrative Team.  CEMAT membership includes managers and leaders from city departments. 

The analysis identified natural and human-caused hazards that could potentially threaten 
Carlsbad.  The analysis considered factors such as what can occur, how often that hazard is likely to occur, how severe it might be, and how vulnerable Carlsbad is to the hazard. This analysis formed the basis for the city's emergency operations plan.

Hazards identified in the HVA include:

• Wildland fire
• Urban structure fire
• Earthquake
• Severe weather
• Energy shortage or power outage
• Mass casualty incident
• Workplace/school violence
• Other human-caused violence
