Assessment Districts

The city has two types of assessment districts:

  • 1911 Act Assessment Districts
  • 1913/1915 Act Assessment Districts “1915 Act”
      • No. 95-1 Carlsbad Ranch
      • No. 96-1 Rancho Carrillo
      • No. 2002-1 Poinsettia Lane East
      • No. 2003-1 College Blvd./Cannon Rd. East –Benefit Area 1
      • No 97-1 Alga Road

Attributes

A 1911 Act Assessment District levies a special assessment that can pay for items including, but not limited to, the following:

  • Street infrastructure
  • Sewer and water infrastructure
  • Utility infrastructure
  • Port infrastructure

Legal authority

A 1911 Act Assessment District is authorized by the California Streets and Highways Code, Division 7, Section 5000 et seq. entitled The Improvement Act of 1911.

Attributes

A 1913/1915 Act Assessment District levies a special assessment that can pay for items including, but not limited to, the following:

  • Street infrastructure
  • Sewer and water infrastructure
  • Utility infrastructure

A 1913/1915 Act Assessment District is authorized by the California streets and highways code:

  • Division 12, Section 10000 et seq. entitled The Municipal  Improvement Act of 1913; and
  • Division 10, Section 8500 et seq. entitled The Improvement Bond Act of 1915.
