Community facilities districts are also known as “Mello-Roos” districts because Senator Henry Mello and Assemblyman Mike Roos were the original authors of CFD legislation.

A CFD is authorized by the California government code, division 2, chapter 2.5 section 53311 et seq. entitled The Mello-Roos Community Facilities Act of 1982.
