Community facilities districts are also known as “Mello-Roos” districts because Senator Henry Mello and Assemblyman Mike Roos were the original authors of CFD legislation.

City of Carlsbad CFDs

A community facilities district levies a special tax that can pay for items including, but not limited to, the following:

  • Improvements
  • Street infrastructure
  • Sewer and water infrastructure
  • Utility infrastructure
  • Services
  • Police services
  • Fire services
  • Landscape maintenance services
  • Facilities
  • Schools
  • Parks
  • Libraries

A CFD is authorized by the California government code, division 2, chapter 2.5 section 53311 et seq. entitled The Mello-Roos Community Facilities Act of 1982.
