Housing & Neighborhood Services was created to engage the entire community in the development and implementation of programs which provide for affordable housing and to help strengthen neighborhoods through partnerships and collaboration. The goal is to enhance the quality of life and sense of community within Carlsbad through focused services, programs and other assistance.

Foster strong and cohesive neighborhoods

Strong and cohesive neighborhoods are communities linked to decreases in crime, better outcomes for children, and improved physical and mental health.  The social support that a strong neighborhood may provide can serve as a buffer against various forms of adversity.

Build and encourage collaborative partnerships to sustain a strong Carlsbad

Community problems are becoming increasingly more complex, are often expensive to address and may require multifaceted solutions. Therefore, it is important to bring people together with different perspectives to talk about problems and potential solutions and for the city to problem-solve with the community in a more collaborative manner.
