Ponto Beachfront Village

The Ponto Beachfront Vision Plan was approved by the Carlsbad City Council in November 2007.  The LCPA is pending action by the California Coastal Commission.  The area is located south of Hanover Beach Colony residential development which is south of Poinsettia Lane, east of the South Carlsbad State Beach and Campground, north of the Batiquitos Lagoon, and west of the railroad tracks.  It consists of 16 lots with existing residences and/or small light-industrial type businesses totaling approximately eight acres and 11 vacant lots totaling approximately 42 acres.

The Vision Plan envisions a variety of uses on the 50-acre Ponto Area, which include a mixture of travel, recreation, commercial, neighborhood commercial, and residential uses.  The properties that comprise the Ponto Area are under individual ownership and would be developed over future years, consistent with the guidelines set forth in the Vision Plan.

Provides overall guidance for development of the Ponto area with six distinct character areas:
  • Mixed use center
  • Beachfront resort
  • Townhouse neighborhood
  • Village hotel
  • Live-work neighborhood
  • Garden hotel

Provides a detailed description of the intent for each area, lists its permitted uses, addresses parking needs and community amenities, and has design guidelines for each area’s architectural design, building orientation, and site design;

Establishes a circulation system that provides for vehicular, pedestrian, and bicycle uses, and connections both within the Ponto area and to adjacent land uses;

Designates gateway identification types, locations and design concepts; and

Suggests design guidelines for pedestrian plazas and courtyards, landscaping, parking lots, parking structures and commercial signs;

Carlsbad officials joined hotel developers and guests in the groundbreaking Friday of the Hilton Carlsbad Oceanfront Resort & Spa, the newest addition to the city's impressive roster of quality hotel properties.  

This Environmental Impact Report is intended to evaluate potential impacts that may result from future development of the Ponto Area. As the Vision Plan provides a general guide for development of the area, the EIR has been prepared to assess potential impacts to environmental resources within the development area boundaries, with consideration for all (previously) active land development applications within the Ponto Area that were being processed at the time preparation of an EIR was requested. Therefore, the EIR provides an analysis of uses envisioned for the Ponto Area, as well as a general consideration for four individual land development projects proposed within the Area to which the Vision Plan would be applicable; refer to Section 3.4 of this EIR for a description of these projects.
