The Five-Year Implementation Plan South Carlsbad Coastal Redevelopment Area (SCCRA) was adopted on March 8, 2011. This plan presents the anticipated projects and programs, goals and objectives, as well as estimated revenue for the five-year planning period of 2011-2015. Also, included in this document is the midterm review of the affordable housing program for 2011-2020 (Ten-Year Housing Compliance Plan). The South Carlsbad Coastal Redevelopment Plan was adopted in 2000. The project area includes the Ponto Beach area and the Encina Power Generating Facility. Redevelopment was a tool for the city to address issues of blight in the area relating to deteriorating and dilapidated buildings, health and safety hazards, incompatible land uses, inadequate utilities and infrastructure. Although the Carlsbad Redevelopment Agency was dissolved on February 1, 2012, by State Legislation, the Successor Agency (City of Carlsbad) will continue to administer enforceable obligations and implement projects approved prior to June 29, 2011, within the SCCRA.
