The Village Master Plan and Design Manual is the City of Carlsbad's official statement of design, land use, and development strategy policy for the Village Area. The Village Master Plan and Design Manual, together with the implementing ordinances and manual of policies and procedures serve as the local coastal plan for the Carlsbad Village Area pursuant to requirements of the California Coastal Act.
On May 1, 2012, responsibility for review and processing of permits for land use changes, new development, signage and other related permits was transferred from Housing & Neighborhood Services to the Community & Economic Development Department. Inquiries may be made with the Development Services Division at 1635 Faraday Avenue or by calling 760-602-4610.
