The City of Carlsbad is committed to addressing the problem of homelessness in our community and has devoted local resources toward this goal. To meet the goals of the City Council's 5-Year Strategic Plan, staff are implementing an updated Homelessness Action Plan to reduce homelessness and its effects on the community. 

The Homelessness Action Plan continues the city's strategy of focusing on programs that will make the biggest difference for Carlsbad.

Give input on federal grant priorities

Each year, the City of Carlsbad receives federal grants, which can be used for community development projects and services that directly benefit lower income residents. The city is seeking input on the types of local services and projects the city should prioritize to receive grant funding for the next five years.

About the federal grants
The federal block grant program, called Community Development Block Grants, is provided by the U.S. Department of Housing and Urban Development. The city is developing its next five-year plan required by the program with priorities for how to spend the money within the guidelines for the program. 

The Community Development Block Grant program distributes money to eligible cities and counties so they can improve life for lower income families. HUD regulates how funds are awarded and grant amounts are determined by a formula. 

The City of Carlsbad allocates the grant funds to projects and services that directly benefit lower income residents. Each year, nonprofit service organizations apply for the grants, and staff prepare recommendations for Housing Commission consideration before a public review and comment period. Then, the City Council makes the final decision.

Next steps
Community input gathered will be provided to the Housing Commission and City Council in the fall, who will then determine what types of services and projects to prioritize for funding over the next five years.
