The City of Carlsbad is committed to addressing the problem of homelessness in our community and has devoted local resources toward this goal. To meet the goals of the City Council's 5-Year Strategic Plan, staff are implementing an updated Homelessness Action Plan to reduce homelessness and its effects on the community. 

The Homelessness Action Plan continues the city's strategy of focusing on programs that will make the biggest difference for Carlsbad.

Community grant applications

In a few months, the Carlsbad City Council will decide how to distribute an estimated $550,741 in federal grants for community projects that help people with low incomes.

  • The federal program, called Community Development Block Grants, is provided by the U.S. Department of Housing and Urban Development.
  • The program distributes money to eligible cities and counties so they can improve life for people and areas with lower incomes.
  • HUD regulates how funds are awarded and grant amounts are determined by a formula.
  • In Carlsbad, social service organizations apply for the grants, and the Housing Commission makes recommendations to the City Council.
  • Applications for the grants are now available on the city’s website and are due by Jan. 17.
  • The City Council will make its final decision on the grant awards at a public hearing in May. 

Last week, the City Council approved priorities for how to spend the money within the guidelines for the program for the next five years: 

  • Increase and preserve affordable housing opportunities
  • Prevent and reduce homelessness
  • Provide fair housing services to residents
  • Strengthen support services for residents with special needs

Organizations that received grants through the program in 2024 were: 

  • Casa de Amparo: $100,000 for improvements to their facility, which provides shelter and services for youth and adolescents ages 12-24
  • Community Resource Center: $21,765 to prevent and reduce homelessness by providing rental and utility assistance
  • Interfaith Community Services: $55,967 to prevent and reduce homelessness by providing rental and utility assistance
  • Legal Aid Society: $25,000 to support its fair housing program, which provides legal services, education, counseling and other services related to the federal Fair Housing Act and related state laws

In addition, the City Council awarded $236,840 to the Carlsbad Affordable Housing Fund, which was established by the city to create affordable housing opportunities for lower income households and/or purchase affordable housing units for lower income families.
