The City of Carlsbad uses the three Es of traffic safety -- education, engineering and enforcement -- to help ensure everyone uses local streets safely. Thanks to your support, it's working! New e-bike laws

New e-bike laws are now in effect in Carlsbad. Here is what to expect: 

  • Anyone operating an e-bike must be at least 12 years old, as allowed by Assembly Bill 2234.
  • When a minor breaks the rules and creates an immediate or substantial public safety risk, their e-bike may be impounded. The minor must complete an in-person safety course to retrieve the e-bike, and a parent or guardian must be present when the e-bike is released. 
  • The Police Department can also impound e-motorcycles, which are not street legal. 
  • E-bikes are prohibited at Poinsettia and Pine Avenue Community Parks. 

Additionally, the city's previously existing laws have been updated to provide additional clarity on safe riding behavior, including:

  • Riders must go at a safe speed for the conditions, factoring in weather, whether pedestrians are present and how quickly other traffic is moving.
  • Riders under 18 years old must wear a properly fitted and fastened helmet.
  • Only e-bikes designed for passengers can carry more than one rider.

  • Parents are responsible for knowingly allowing their children to commit violations.

Help select artist Barrio public art

The City of Carlsbad is adding a new public art piece in the Barrio, Carlsbad’s oldest neighborhood, and is in the process of selecting an artist. 

The city created a Public Art Advisory Subcommittee made up of two community members, an arts professional and two members of the city’s Arts Commission. On Nov. 13, the committee evaluated the nine qualified submissions and chose three finalists. You can see their submissions below:

During the next subcommittee meeting on Dec. 19, the three artists will make presentations and answer commissioner questions. 

  • At this stage, the artists have not proposed a specific style or theme for the artwork. They will be evaluated based on their past work.
  • The selected artist will gather public input to help shape the public art design concept in early 2025.

Barrio art 

The new artwork will go in the middle of a traffic circle planned for the intersection of Pine Avenue and Harding Street, one of the main gateways into the Barrio. The city involved the community at the earliest stages of the project’s development to gather feedback about how the new art could best reflect the Barrio’s neighborhood identity and cultural and historic heritage.

Ayude a seleccionar un artista para el nuevo arte público en el Barrio

La ciudad de Carlsbad está agregando una nueva obra de arte pública en el Barrio, el vecindario más antiguo de Carlsbad, y está en el proceso de seleccionar un artista.

La ciudad creó un Subcomité Asesor de Arte Público compuesto por dos miembros de la comunidad, un profesional de las artes y dos miembros de la Comisión de Artes de la ciudad. El 13 de noviembre, el comité evaluó las nueve presentaciones calificadas y eligió a tres finalistas. Puede ver las presentaciones de arte a continuación:

Los tres artistas harán presentaciones y responderán preguntas del comisionado durante la próxima reunión del subcomité que se llevará a cabo el 19 de diciembre.

Arte del Barrio

La nueva obra de arte estará en medio de una rotonda planificada para la intersección de Pine Avenue y Harding Street, una de las principales entradas al Barrio. La ciudad involucró a la comunidad en las primeras etapas del desarrollo del proyecto para recopilar comentarios sobre cómo el nuevo arte podría reflejar mejor la identidad del vecindario y el patrimonio cultural e histórico del Barrio.
