City of Carlsbad and Carlsbad Municipal Water District Declare Local Emergency to Expedite Water Main Break & Road Repairs at Carlsbad Village Dr. and El Camino Real

 

UPDATE: Feb. 3, 2026 – All lanes at the intersection of Carlsbad Village Dr. and El Camino Real, as well as surrounding roads, are now fully reopen and the traffic signal is fully operational.

CARLSBAD, Calif., Jan. 31, 2026 –The City of Carlsbad and Carlsbad Municipal Water District have declared a local emergency to protect public safety and expedite emergency repairs to a water main and the roadway at the intersection of Carlsbad Village Dr. and El Camino Real, as well as address impacts on surrounding roads.  

A Declaration of Local Emergency allows the city to move more quickly to address the issue by streamlining contracting and permitting processes and coordinating closely with partner agencies.

The Carlsbad City Council also serves as the Carlsbad Municipal Water District Board of Directors, which aids in streamlining the confirmation of the existence of an emergency condition.

The morning of Jan. 31, 2026, crews were on site to assess a water main break, close streets and protect the public from accessing the area. After review and further assessment from Utilities and Roads experts, it has been determined that more extensive repairs are needed to safely reopen closed traffic lanes. Due to this area serving as a high traffic intersection, declaring a local emergency allows city officials to begin the needed road repair work immediately.

Repairs have begun and are anticipated to take approximately 36 hours to complete the emergency roadway repairs. Other infrastructure repairs may take longer. In the meantime, pedestrians, bike riders and drivers will need to use alternate routes and may need to account for additional travel time.

“When issues arise that affect public safety and quality of life, we work as quickly as possible to address them for our community. We realize this is a high-traffic area for our residents and surrounding communities and want to be sure we are doing everything possible to expedite these repairs,” said Geoff Patnoe, Carlsbad City Manager and Carlsbad Municipal Water District Executive Manager.

The city and CMWD will continue to monitor conditions and provide updates as more information becomes available.

Carlsbad’s emergency declaration goes into effect immediately and will be in place until the Feb. 10, 2026 City Council meeting, when the City Council, who also serves as the Carlsbad Municipal Water District Board of Directors, will consider whether or not to continue it. If continued, the emergency declaration would then need to be reviewed by the City Council and Board of Directors every regular meeting until they the emergency has ended.
