New e-bike laws effective March 26, 2026 

The Carlsbad City Council formally adopted new e-bike laws at its meeting on Tuesday, Feb. 24. The news laws are in effect as of March 26, 2026, starting with a 60-day warning period.

Here is what to expect: 

  • Anyone operating an e-bike must be at least 12 years old, as allowed by Assembly Bill 2234.
  • When a minor breaks the rules and creates an immediate or substantial public safety risk, their e-bike may be impounded. The minor must complete an in-person safety course to retrieve the e-bike, and a parent or guardian must be present when the e-bike is released. 
  • The Police Department can also impound e-motorcycles, which are not street legal. 
  • E-bikes are prohibited at Poinsettia and Pine Avenue Community Parks. 

Additionally, the city's previously existing laws have been updated to provide additional clarity on safe riding behavior, including:

  • Riders must go at a safe speed for the conditions, factoring in weather, whether pedestrians are present and how quickly other traffic is moving.
  • Riders under 18 years old must wear a properly fitted and fastened helmet.
  • Only e-bikes designed for passengers can carry more than one rider.
  • Parents are responsible for knowingly allowing their children to commit violations.

Terramar sidewalks

The City of Carlsbad is developing options for street improvements in the Terramar area and we are seeking input to help guide decisions about how the project should move forward.  

Improvements being considered include:

  • New sidewalks on one or both sides of the street
  • Resurfacing and restriping Carlsbad Boulevard and Cannon Road in this area

If you live in the area or visit frequently, I encourage you to take a few moments to provide input through a brief online form by Wednesday, March 25. We will review all comments received and provide this feedback to the City Council to consider in decisions about the direction of the project.  

Parking impacts 

It’s important to note that if new sidewalks are installed, some of the parking currently available off the shoulder of Carlsbad Boulevard would need to be removed. On the west side of the street, new parking spots could be added near the southern end of the new sidewalk to help offset parking loss further north.   

Here is how parking in the area could be impacted if sidewalks are installed:

Westside sidewalk only (adjacent to Tierra Del Oro and Shore Drive): Reduced by 23 spots

Eastside sidewalk only (adjacent to Cannon, Cerezo and Manzano): Reduced by 11 spots

Sidewalks on both sides: Reduced by 34 spots

Background 

A project was previously planned for the Terramar area which included a roundabout at Carlsbad Boulevard and Cannon Road, lane reductions on Cannon Road west of the railroad tracks and a traffic signal at Cerezo Drive. Following recent community feedback regarding roundabouts, the City Council re-evaluated the project scope. 

On Oct. 28, 2025, the Carlsbad City Council approved a smaller-scale project, which could include new sidewalks and street resurfacing. After gathering community input on project options this spring, staff will present an update at a future City Council meeting before moving forward to final design.
