City of Carlsbad Continues Proactive Infrastructure Repairs to Prevent Pipe Failures and Service Impacts
CARLSBAD, Calif., June 26, 2026 – As part of the City of Carlsbad’s ongoing efforts to proactively maintain critical infrastructure and prevent service disruptions, staff conducting routine closed-circuit television (CCTV) inspections of sewer pipelines have identified a partial collapse in a segment of the North Agua Hedionda Interceptor sewer line.
In response to this early detection, the city has declared a local emergency effective immediately to expedite necessary repairs and minimize the risk of further damage, particularly during rain or other high-flow events.
The affected sewer pipe is located within a city sewer easement on private property along Adams Street, and there is currently no impact to sewer or water services, and no leaking sewage. City staff are actively coordinating with two impacted property owners and have secured authorization from the California Coastal Commission to proceed with emergency repair work. Confirmation of the emergency declaration will come before City Council during its July 7 meeting.
“This yet again highlights the city’s proactive action to monitor and quickly repair infrastructure before issues arise,” says City Manager, Geoff Patnoe. “This is why we inspect our systems ahead of rainy weather seasons to minimize any impacts to our community.”
The California Public Contract Code and Carlsbad Municipal Code allow cities to declare a local emergency when needed to protect public safety in extreme circumstances. A local emergency declaration allows the city to move more quickly to address the issue by streamlining contracting and permitting processes.

This sewer pipe repair marks the fourth emergency declaration for infrastructure repair for the city in 2026, underscoring a commitment to regular maintenance and inspections, and dedication to swift action when infrastructure issues arise to minimize impacts to the community:
Storm-Related Repairs – Coastal Bluffs on Carlsbad Boulevard & Solamar Drive — January 7, 2026
Following recent storm activity, city staff took immediate action to erosion-prone coastal bluff areas and identified damage to a storm drain pipe. Out of an abundance of caution, the city restricted access and a storm-related local emergency was proclaimed to accelerate permitting and construction, allowing crews to stabilize the area and restore the damaged infrastructure. Temporary pedestrian detours were implemented during construction, which was completed on March 6, 2026.
Water Main Break – Carlsbad Village Drive & El Camino Real — January 31, 2026
City crews responded immediately to a water main break at one of Carlsbad’s busiest intersections, securing the area and assessing damage. After determining more extensive repairs were required, a local emergency was declared to expedite roadway and utility restoration. Emergency repairs were completed within approximately 36 hours, allowing traffic to safely resume with minimal disruption to the community.
Proactive Sewer Repair – Ponto Area — May 1, 2026
During routine CCTV inspections, city staff proactively identified a compromised section of sewer pipe before any leak or service disruption occurred. Recognizing the potential risk during severe weather, the city declared a local emergency to streamline the repair process. Crews completed the work while coordinating with environmental agencies, preventing potential failure and protecting the surrounding sensitive habitat.
With some pipes in Carlsbad over 100 years old, unexpected repairs may occasionally be necessary. The City of Carlsbad's commitment to the community is to coordinate resources to address repairs as quickly as possible. Underscoring this commitment, during the final adoption hearing of the fiscal year 2026-27 city budget earlier this month, City Manager Patnoe noted, “As our city continues to age, so does much of our core infrastructure. That’s why many of the key investments proposed in the recently adopted 2026-27 budget, continue to focus on infrastructure to make sure the foundation of the city remains strong.”

Carlsbad's emergency declaration goes into effect immediately and will be in place until the July 7, 2026, when the City Council will consider whether to confirm it. If confirmed, the emergency declaration would then need to be reviewed by the City Council every regularly scheduled meeting until the emergency has ended.
