The City of Carlsbad has rules in place to ensure that public city facilities remain safe and welcoming for the public and city staff and create an environment where city operations can be conducted effectively and efficiently. 

This code of conduct, implemented by city ordinance applies to the following facilities, as well as the adjacent planted areas and courtyards open to the public: 

  • All city library locations 
  • William D. Cannon Art Gallery 
  • Ruby G. Schulman Auditorium 
  • All city pools and community centers 
  • Carlsbad Senior Center 
  • Heritage Hall 
  • All public-serving counter areas and client meeting rooms, such as those at City Hall, the Faraday Administration Center and the Harding Center

The following is a summary of the code of conduct and does not include an exhaustive list of prohibited activities or potential consequences. For complete details, view the full code of conduct

Activities that are prohibited at all public city facilities include, but are not limited to: 

Violations
No shoes or shirt; under the influence; oversized and/or unsanitary baggage; odor, noise or messes constituting a public nuisance; lying down or sleeping inside a facility or blocking pathways; bringing non-service animals inside buildings or leaving an animal tethered and unattended on the premises.

Consequences
Request to leave the facility until the behavior is corrected, followed by an administrative suspension between one week and one month.
