Citizens Academy

The City of Carlsbad will postpone or cancel public events and programs to support the County of San Diego’s public health order issued Thursday, March 12. The order starts at midnight March 12 and is in effect through March 31. Read more

The City of Carlsbad Citizens Academy is a free, seven-week program designed to help Carlsbad residents learn about their city government. Citizens Academy is held twice a year, in the spring and fall, on consecutive Thursday evenings from 5 p.m. to 8 p.m., with the exception of one midday session that includes a citywide bus tour at noon.  

Participants Will:

  • Meet City Council members, department heads and staff
  • Learn how decisions are made, how funds are allocated and how departments operate
  • Enjoy comprehensive overviews of city departments, programs and services
  • Receive information on topics such as: plans for development, traffic, growth management, recreation, the environment and more
  • Participate in lively discussions and interactive group activities
  • Visit and/or tour city facilities
  • Become an informed, involved citizen

Citizens Academy is held twice a year, in the spring and fall.  Please review the current schedule for more information on the upcoming Citizens Academy.  Applications are accepted year-round, and participants are chosen on a first-come, first-served basis.   

Citizens Academy is free to Carlsbad residents 15 years and older. Class size is limited, and spaces fill up quickly. Please call 760-434-2800 for more information and registration.  Completed applications should be returned to:

Applicant Reminders:

  • The Citizens Academy Program is provided for Carlsbad residents
  • Applications and required forms need to be submitted prior to participation
  • Accepted applications will receive confirmation of enrollment from city staff
  • Applicants not accepted for the current session will be placed on an enrollment list for future sessions
  • Applicants need to be 15 years or older 
  • Substitute attendees are not allowed
