Carlsbad, CA
Home MenuMills Act Program
At a glance
- The city established a local Mills Act Program to encourage the restoration and preservation of historic buildings to honor Carlsbad's local history and culture.
- The Mills Act encourages the restoration and preservation of historic buildings by allowing interested owners to receive a break on their property taxes in exchange for their historic preservation and restoration efforts.
- Participation is 100% voluntary - the program doesn't impose any restrictions on owners of historic properties; it's simply a new tool available to them if they want to use it.
- Properties 50 years and older are eligible to apply for the program, with some exceptions.
- Applications will be accepted by June 1 each year.
Background
- Applications for the program are available. Applicants must complete the Mills Act program application (historic preservation permit application) and the Mills Act supplemental checklist.
- Applications are reviewed in the order they are received.
- After a property owner enters into a Mills Act contract, the city notifies the County Assessor of the new contract. The County Assessor must have the recorded contract no later than Dec. 31 each year for the contract to start the following year.
