The City of Carlsbad's Affordable Housing Resale Program is closed until the current list of applicants has been exhausted. In 2021, the City Council authorized the Affordable Housing Resale Program as part of an overall effort to reduce homelessness and provide more affordable housing in Carlsbad.

• The city requires housing developers to set aside a percentage of units to be made available to low-income buyers.
• When an original buyer is ready to sell their affordable unit, the city has the first right of refusal to purchase it. By buying the unit, the city can keep it within the city’s affordable housing inventory.

The income limits in this chart are used to determine eligibility for low-income housing programs. To qualify for a specific category (e.g., 80% AMI), a household must earn that amount or less.
