City of Carlsbad is developing a project to address long-standing traffic and safety concerns in the Terramar area. We are seeking input to help guide decisions about how the project should move forward.

Improvements being considered include:

• New sidewalks on one or both sides of the street
• Resurfacing and restriping Carlsbad Boulevard and Cannon Road in this area

Input is an important part of the process. We will review all comments received and provide this feedback to the City Council to consider in decisions about the direction of the project.

Background 

On Oct. 28, 2025, the Carlsbad City Council approved a revised street improvements project for the Terramar area along Carlsbad Boulevard and Cannon Road, which will include new sidewalks and street resurfacing.

The project previously planned for the area included:

• A roundabout at Carlsbad Boulevard and Cannon Road
• Lane reductions on Cannon Road west of the railroad tracks
• A traffic signal at Cerezo Drive

Following recent community feedback regarding roundabouts, the City Manager brought this item forward to give the City Council an opportunity to re-evaluate the project’s scope.

The approved project does not include a roundabout or lane reductions, but will repave and restripe the project area and add sidewalks on Carlsbad Boulevard.

• Work is nearly complete on a project to upgrade aging water and sewer infrastructure around Carlsbad Boulevard and Cannon Road.  
• The majority of the project has been completed and crews are wrapping up a few final items to fully close out the work.
• This is a critical step toward improving system reliability and ensuring we meet current water and sewer standards.

Next steps include:

• Working with the community to refine the project details, including whether a sidewalk is needed on both sides of the street or the west side only
• Returning to the City Council with a conceptual design for consideration in spring 2026
• Conducting environmental review and permitting and final engineering design consistent with the City Council-approved design option
• Returning to the City Council at a future date to award a construction contract

The city gathered input from the public on the project, including an online form that nearly 350 people completed between March 10 and March 25. Feedback from that form and other public comments and letters were shared with the Traffic Safety & Mobility Commission at its April 6, 2026, meeting.

After reviewing community input and discussing parking impacts, the commission recommended an option that would resurface and restripe streets in the area. The commission also recommended waiting to explore potential sidewalk improvements until after the agreement for the land near Cannon Park is finalized.

The community input and commission recommendation will be shared with the City Council as it considers the direction of the project.

City Council revisited the project's scope and approved a smaller-scale project which does not include a roundabout or lane reductions, but will repave and restripe the project area and add sidewalks on Carlsbad Boulevard.

City Council adopted the fiscal year 2022-23 budget, which included a new schedule for the Terramar area coastal improvements project.

Jan. 18, 2022 | City Council and Carlsbad Municipal Water District
The city awarded an agreement to Carollo Engineers, Inc. to develop preliminary and final design plans for the water and sewer utility improvements.

Staff presented options to the City Council to address long-standing traffic and safety concerns in the Terramar area. The City Council selected a project alternative which included a roundabout at the intersection of Carlsbad Boulevard and Cannon Road, and a traffic signal at the intersection of Carlsbad Boulevard and Cerezo Drive. The City Council also directed that the project include the center turn lane from North Shore Drive to Cerezo Drive.
