The City of Carlsbad is developing a project to resurface and restripe Carlsbad Boulevard and Cannon Road in the Terramar area.

Additional improvements, which could include new sidewalks or parking improvements, could be considered in the future, after an adjacent land deal involving San Diego Gas & Electric and the owner of the former power plant site is completed.

Following the City Council meeting, staff will work on the final design, environmental review and permitting for the road resurfacing and restriping project, and return to the City Council at a future date to adopt the plans, specifications and contract documents and award a construction contract.

Background 

On Oct. 28, 2025, the Carlsbad City Council directed staff to develop a revised street improvements project for the Terramar area along Carlsbad Boulevard and Cannon Road, which could include new sidewalks and street resurfacing.

The project previously planned for the area included:

• A roundabout at Carlsbad Boulevard and Cannon Road
• Lane reductions on Cannon Road west of the railroad tracks
• A traffic signal at Cerezo Drive

Following recent community feedback regarding roundabouts, the City Manager brought this item forward to give the City Council an opportunity to re-evaluate the project’s scope.

The updated project does not include a roundabout or lane reductions, but could repave and restripe the project area and add sidewalks on Carlsbad Boulevard.

• Work is nearly complete on a project to upgrade aging water and sewer infrastructure around Carlsbad Boulevard and Cannon Road.  
• The majority of the project has been completed and crews are wrapping up a few final items to fully close out the work.
• This is a critical step toward improving system reliability and ensuring we meet current water and sewer standards.

The city gathered input from the public on the project, including an online form that garnered nearly 350 responses between March 10 and March 25. Most of the community input received opposed new sidewalks, citing concerns that some parking spaces would need to be removed to install sidewalks.

Feedback from that form and other public comments and letters were shared with the Traffic Safety & Mobility Commission at its meeting on April 6, 2026, and with the City Council during its meeting on June 9, 2026.

The City Council directed staff to advance a project that will resurface and restripe Carlsbad Boulevard and Cannon Road in the Terramar area. The City Council also directed staff to return after an adjacent land deal involving San Diego Gas & Electric and the owner of the former power plant site is completed, at which time additional improvements could be considered, including new sidewalks and parking improvements.

City Council revisited the project's scope and approved a smaller-scale project which does not include a roundabout or lane reductions, but will repave and restripe the project area and add sidewalks on Carlsbad Boulevard.

City Council adopted the fiscal year 2022-23 budget, which included a new schedule for the Terramar area coastal improvements project.

The city awarded an agreement to Carollo Engineers, Inc. to develop preliminary and final design plans for the water and sewer utility improvements.

Staff presented options to the City Council to address long-standing traffic and safety concerns in the Terramar area. The City Council selected a project alternative which included a roundabout at the intersection of Carlsbad Boulevard and Cannon Road, and a traffic signal at the intersection of Carlsbad Boulevard and Cerezo Drive. The City Council also directed that the project include the center turn lane from North Shore Drive to Cerezo Drive.
