Carlsbad Municipal Water District Urban Water Management Plan
The Carlsbad Municipal Water District (CMWD) Board of Directors adopted the 2025 Urban Water Management Plan and Water Shortage Contingency Plan on May 12, 2026. The adopted plans were submitted to the California Department of Water Resources in advance of the July 1, 2026, deadline.
California state law requires each urban water supplier to prepare and adopt these plans every five years. The 2025 Urban Water Management Plan documents CMWD’s plans to ensure adequate water supplies meet existing and future demands for water over at least a 20-year period under a range of water supply conditions. As part of this plan, California state law requires every urban water supplier to also prepare and adopt a water shortage contingency plan that details how the supplier intends to act in the case of a water shortage condition.
