In-Person Services Suspended

The city of Carlsbad has temporarily suspended all in-person services in response to the San Diego County public health order to slow the spread of COVID-19. 

Submittal Appointments and How to Submit

We are accepting new permit applications and resubmittals by appointment only. To support this, there is a drop-off and pickup location set up just outside the Faraday Center at 1635 Faraday Ave..

Drop off/ Pickups
Upon scheduling an appointment to submit your project you can drop off completed permit applications and plans in the bin marked “Planning Submittals” located outside the Faraday Center. Staff will contact you on payment process, review comments or permit decisions.  Plan check comments are picked up in the bin marked “Planning Pickups”.

(Limited) Electronic Submittals
The Planning Department allows certain paperless submittals via email. At this time, this is limited to sign permits. Please email completed application and any supporting documents to planning@carlsbadca.gov. For questions on applications that cannot be emailed, please send an email or call 760-602-4610.

Standard Submittals
All other applications require hard copies of applications/plans/reports per the minimum submittal checklists.

Planning Division

The Planning Division is the first division to contact if you are thinking of starting a new business, adding on to your home, or if you have any questions regarding the use or zoning of your property. The Planning Division also guides the physical development of the city in a manner that preserves the quality of life for its residents, by ensuring that all new planning programs and development projects comply with the General Plan, Local Coastal Program, Zoning, and the performance standards of the Growth Management Plan.

Advice and technical support is provided to the City Council and Planning Commission regarding the compliance of all development proposals with the city's zoning, subdivision and environmental ordinances.

In addition, the Planning Division does analysis and prepares reports dealing with long-range planning matters, such as demographic projections, open space protection and General Plan updates.
