As an environmental leader, the City of Carlsbad has implemented policies to reduce the amount of waste produced within the city to conserve natural resources, save water and energy, decrease pollution, meet compliance with state and federal regulations, and support the city’s overall sustainability goals, including but not limited to the reduction of greenhouse gases.
Sustainable Materials Management Division
The Sustainable Materials Management Division maintains the Household Hazardous Waste program, promotes recycling and composting, provides technical assistance to businesses and multifamily complexes, and is the city’s liaison with Waste Management, the city’s waste hauler.
The City contracts with Waste Management (WM)to provide trash, recycling, green waste collection to all residential and commercial customers in Carlsbad. These services are provided through a franchise agreement. The agreement was approved by the City Council in February 2012.
In 2019, City Council adopted Resolution No. 2019-145, approving the city’s Sustainable Materials Management (SMM) Plan. The SMM Plan Phases 1 and 2 are specific to ensuring the city’s compliance with the State of California’s solid waste regulations. Phase 3 establishes a sustainable materials management system in all city government departments and throughout Carlsbad.
